Why don’t my pages publish?

I am on my third start-over on a site. I can get the theme customizations to update (Diced), but I cannot get the page edits to show up. I have repeatedly cleared browser cache and have tried with different browser. It is backing up the pages because it will restore a page version from backup but it will not make the pages live. Please help.
