Where do I find this info on WordPress dashboard? Manage User Privileges User: ? AND Database: ?

You can manage user permissions by selecting the user you want to modify in the All Users list and changing their assigned role using the dropdown.
Database information is directly available through the WordPress dashboard, but there are a number of plugins out there that you might be able to use to locate the data you need.
