What do I need to do to ensure search engines DO NOT index my pages while I am working on them in the Staging development group?
Is it necessary to set visibility to “Private” to avoid indexing? Actually, I tried this and it doesn’t seem to be allowed in the Staging group. It automatically reverts to Public after I attempt to edit visibility.

Thank you for your question regarding preventing web crawlers from indexing your staging site. Setting the pages to private should prevent them from being indexed, but you can also set your robots.txt file to not allow indexing, if you wish.
