Cache control headers missing for js/ css

I have enabled cache control for js/ css but I get no cache headers.

I’ve tried pretty much everything including reinstalling etc

As a side note, all js/ css urls have query string params in the form of ?ver=<version_number> but I don’t think that matters.

Any idea on how to debug the issue and find out what’s happening?
