I have been trying to customize the Horizontal Line on my site using the GridOne theme. After adding the line through the insert menu I have been trying to use the customize design menu to use a particular effect. Nothing happens when I select particular style.
I also tried this on another site I own using the Crio theme, but the customize design menu does not change the underlying code there as well
I tried to use css to change the line but that is not my strongpoint.

I was able to replicate the same problem you’re having, and it looks like a small bug. I’ve filed a bug report for our developers to fix this in a future release, but here’s how you can fix it right now.
When you click on the <hr> element, switch over to the text editor and add the class bg-hr to the element, and then the control will work. Check out this brief animation where I demonstrate:

For a bug fix, it seems that two of the styles I am most interested in using – bg-hr-10 and bg-hr-11 – put the fade effect in the middle of the line, rather than atthe ends, which is shown on the boldgrid design page. It’s nice to have the options so thank you again
