I have a couple thousand images that reside in 150 folders named by YR-MO-DY. So far the only way that i have been able to get these folders uploaded to storage is with Azure Storage Explorer. Do I need to do a reverse command to ensure the folders/files are available to select in WordPress Media library?

I am not sure I quite understand your question. Can you please clarify a couple of things? Are you currently using
Microsoft Azure Storage
plugin to upload the images to Azure CDN?
Is the question related to W3 Total Cache CDN, and if so have you tried enabling the CDN and using CDN Type: Origin Push: Microsoft Azure storage? Can you please expand your question and share some more details on what you are trying to achieve?
