Two possibly pre-sale questions.
I’m considering an upgrade to W3 Total Cache PRO. I see on your site that you list this as one of the benefits:

1. What about for CSS? I have 2 css files. One above the fold and the other below the fold. Both are render-blocking. Can the Pro version assist me for fixing the problem with at least the below the fold css file?
2. Can I run a single license of Pro version on localhost too? (Obviously for development and testing).

Thank you for reaching out and I am happy to assist you with this.
The option “Eliminate render-blocking CSS by moving it to HTTP body” is the Pro option Non-blocking JavaScript embedding is free and it can be done by managing the JS minify options in Performance>Minify.
However, in order to eliminate render-blocking files, you first need to minify both CSS and JS. Have you enabled JS and CSS minify in the General settings in the W3 Total Cache?
